Independent Living Enquiry Report

Last year the Joint Committee of Human Rights, chaired by Dr Hywel Francis MP, conducted an inquiry into the implementation of the right to independent living for disabled people, as guaranteed by Article 19, UN Convention on the Rights of Persons with Disabilities. The report summary concludes “ While we recognise the exceptional economic circumstances facing the UK, we conclude that there is a risk of retrogression of the UK's obligations under Article 19 as a result of the cumulative impact of spending cuts and reforms. There has been particular concern about the effects of reductions in funding for local authorities, changes to Disability Living Allowance under the Welfare Reform Bill, caps on housing benefit and the closure of the Independent Living Fund, and the way in which these might interact to restrict enjoyment of the right to independent living.”

Low Review:Personal Mobility in State-Funded Residential Care

Following concerns about the impact of the Coalition Government's plans to take away Disability Living Allowance from disabled people who use residential care, leading disability charities commissioned Lord Low of Dalston to undertake a review into how the personal mobility needs of people living in state-funded residential care are met. SCIL, PfI and Sheffield LINks submitted a joint response to the review, which includes feedback from a focus group with older people and disabled people who use residential care, held to give them the chance to take part and influence Government decision making in the development of policies around independence (and personal mobility) you can download a copy of our response here

 
UN Convention Workshop Report September 2010

Sheffield Centre for Independent Living  as a member organisation of the Network of Networks rolled out consultation documents and held a workshop to secure the opportunity for disabled people in Sheffield to participate in the independent living Strategy and implementation of the UN Convention. It is hoped the following consultation responses help inform the Independent Living Strategy Group's annual report, as well as the government's response to the UN Convention's 2011 report.In addition to involving as many disabled people as possible through the distribution of questionnaires and signposting to legislation SCIL hosted a workshop on 30th September 2010 to provide disabled people in Sheffield with a chance to take part and influence Government decision making in both of these areas. Furthermore SCIL hopes its methods were able to put disabled people at the centre of its activities and help develop the idea of co production and promote the strengths of a user led organisation.The report is attached here.

Please find reports attached from the focus group “ Rights for Real” jointly hosted by SCIL (Sheffield Centre for Independent Living) and Mind in association with the “Network of Networks” and the Office for Disability Issues which took place on February 3rd.  Participants discussed the five articles of the UN Convention relating to Health, Living Independently and in the Community, Work and Employment, Education and  Accessibility.

A second focus group on the UN Convention "Rights for Real" was jointly hosted by Sheffield Centre for Independent Living and Mind in association with the “Network of Networks” and the Office for Disability Issues and took place on February 3rd 2011.  Participants discussed the five articles of the UN Convention relating to Health, Living Independently and in the Community, Work and Employment, Education and  Accessibility. Pharmacy Services Consultation Feedback
Sheffield CIL hosted a Focus Group last October on the future of Pharmacy Services in Sheffield. Please find a letter  and executive summary/consultation report  attached regarding the pharmaceutical needs assessment.
